WARNING:  ONLY THE MARYLAND  CANNABIS Administration (MCA) ISSUES ID CARDS. NO OTHER ENTITY IS AUTHORIZED TO ISSUE ID CARDS.

Important MCA- Patient and Caregiver Identification Cards​ Important

​- Patient and caregiver identification cards will no longer include a photograph of the patient or caregiver.

- MCA registration still requires a valid photo for application approval as the dispensaries need to verify a patient's/caregiver's identity to make purchases.


Steps for Patient Registration/ID Card:

  • Step 1. Submit an online patient application​. Wait to receive approval from MCA and your MCA-issued ID Number.
  • Step 2. Obtain a valid written certification from a physician registered​ with MCA.
  • Step 3. After receiving a written certification, log-in to your OneStop account (with the username and password you selected during registration). Click on "My Dashboard" under "My License, Permits, and Registration". Click on the "Patient License Number", then click on "Actions" tab (green button) and select "Temporary ID Card" to view or print. A temporary ID card can only be printed within 90 days of the approval date. After 90 days, you will no longer be able to print a Temporary ID card.

Steps for Caregiver Registration/ID Card:

  • Step 1. Submit an online caregiver application​ through the OneStop portal. Wait to receive your approval email from MCA which includes your MCA Caregiver License Number.
  • Step 2. Once a caregiver receives their license number, advise the patient to login to their OneStop account and link caregiver. PATIENT STEPS: please click on "My Dashboard" under "My License, Permits, and Registration", click on "Patient License Number", then click on "Actions" tab (green button) and select "Add Caregivers"- Type the Caregiver License Number in search bar and click Enter. Caregiver license number will be generated, then click the green "Submit" button to successfully add/link your caregiver.​
  • Step 3. CAREGIVER STEPS: ​Login to your OneStop account (with the username and password you selected during registration). Click on "My Dashboard" under "My License, Permits and Registration", click on the "Caregiver License Number", then click on "Actions" tab (green button) and click on Order an ID Card-Check the ID box- order an ID card for the first time, then click the "SUBMIT" button. Click the "Submit & Pay" button to pay the $25 fee for your ID card.
  • Step 4. Once the Caregiver License Number is linked and an ID card is ordered, caregivers can print Temporary ID cards. Click on "My Dashboard" under "My License, Permits and Registration". Click on the "Caregiver License Number", then click on "Actions" tab (green button) and select Temporary ID card to view or print. A temporary card can only be printed within 90 days of approval date. After 90 days you will no longer be able to print a Temporary ID card.

If your photo does not meet the stated guidelines, your application will be returned.

In general, your photo must look like a passport or driver’s license photo. Specifically, it must adhere to the following requirements:

  • Must be a clear, color photograph of the head and shoulders
  • Must be an image file (.jpg, .png or .gif) no larger than 3 MB in size
  • Sized to 2 x 2 inches with dimensions in a square aspect ratio; minimum acceptable dimensions are 600 x 600 pixels, maximum acceptable dimensions are 1200 x 1200 pixels
  • Scanned at a resolution of 300 pixels per inch
  • Taken within the last six months to reflect your current appearance
  • Taken in front of a plain white or off-white background
  • Taken in full-face view directly facing the camera with nothing obscuring the face, such as a hat or sunglasses
  • Taken with a neutral facial expression (preferred) or a natural smile, and with both eyes open
  • Photo may not be digitally enhanced or altered to change your appearance in any way
MCA ID Card Exception is in place for patients and caregivers until you receive your MCA ID card via mail.
