Inventory Reporting and Discrepancy Pilot

The Maryland Cannabis Administration (MCA) would like to invite all licensed dispensaries to
participate in an inventory reporting and discrepancy investigations pilot program, anticipated to
begin on February 23, 2026. Interested licensees are asked to fill out an interest form no later
than January 19, 2026.

The goal of the pilot program is to ensure consistency in inventory discrepancy reporting. Per
COMAR 14.17.12.10A, a dispensary must initiate a discrepancy investigation if it discerns a
discrepancy exceeding 0.5% of any product category. For more information on the new
discrepancy reporting requirements please see MCA’s Dispensary Guidance Document.

Pilot participants will use new MCA-developed tools to report their monthly inventory and any
subsequent discrepancy investigations during the pilot. The pilot group will also meet on a
monthly basis to discuss any issues they are encountering with the tools and new
reporting/investigations process. The MCA anticipates the pilot to run for three (3) months.

MCA will also host a virtual listening session on January 22, 2026 to provide an overview to
interested licensees about MCA’s expectations for participation and an introduction to the
inventory reporting and discrepancy investigation tools.

Please note, participation in the pilot is VOLUNTARY. Non-participation or non-interest in
the pilot will not impact your standing with the MCA in any way and no documents
produced by a licensee as part of the pilot program may be used to gather a compliance
case against a licensee. However, licensees that do not participate in the pilot must still
comply with all COMAR regulations including COMAR 14.17.12.10​.
