Update! The Maryland Cannabis Administration (MCA) recently adopted amendments to COMAR 14.17.01, .02, .05, .06, .10–.15, .18, and .21 with nonsubstantive changes. It is anticipated to print in the Maryland Register on Friday, March 6th and take effect Monday, March 16th. The MCA received formal comments on the proposed action between November 14–December 15, 2025.

The MCA appreciates feedback regarding the proposed regulations and has incorporated certain nonsubstantive changes in response to public comments. These changes include: increasing the proposed notice period for participation in MCA pilot programs from 30 days to 60 days, clarifying the relevant time period for processor licensees’ corrective action requirements, and rescinding proposed requirements related to micro dispensaries body camera use and corrective and preventive action for grower licensees while further stakeholder engagement is completed. MCA is maintaining proposed regulations related to hemp acquisition and Responsible Vendor Training completion. We encourage dialogue on these topics and will continue to monitor these processes going forward.
