MCA Office Hours Series: Get Answers to Your Regulatory Questions
An Opportunity for Maryland Cannabis Licensees to Connect with MCA Subject Matter Experts
The Maryland Cannabis Administration (MCA) invites licensed cannabis businesses to participate in its Fall 2026 Office Hours Series, hosted by the Office of Policy and Government Affairs (OPGA).
Office Hours are designed to provide licensees with an opportunity to ask questions, seek clarification, and better understand MCA's interpretation of Maryland's cannabis laws, regulations, and policies.
These individual, 15-minute sessions offer licensees direct access to MCA subject matter experts to discuss regulatory requirements and gain a clearer understanding of how those requirements may apply to general business practices.
Whether you are a new licensee navigating regulatory requirements or an established business seeking additional clarification, Office Hours provide an opportunity to engage directly with MCA staff in an educational and informational setting.
What Can You Ask During Office Hours?
Office Hours are intended for general regulatory interpretation and clarification, rather than reviews or approvals of specific business activities. For example, licensees may ask:
- Advertising: "How does MCA interpret the use of the term 'relaxation' in cannabis advertising under Maryland's advertising regulations?"
- Medical and Therapeutic Claims: "What factors does MCA consider when determining whether language used to describe a cannabis product constitutes a medical or therapeutic claim?"
- General Regulatory Interpretation: "Can MCA clarify how a particular regulatory requirement is interpreted and what types of activities it is intended to address?"
These sessions are an opportunity to better understand the regulatory framework, ask follow-up questions, and receive general guidance directly from MCA staff.
Office Hours Schedule
Office Hours will be organized into three topic-specific weeks:
October 26–30, 2026 | Advertising
Ask questions about MCA's interpretation of advertising requirements, including promotional language, marketing practices, and advertising restrictions.
November 2–6, 2026 | Medical and Therapeutic Claims
Seek clarification regarding regulatory restrictions on medical and therapeutic claims, including language used in product descriptions, packaging, and marketing materials.
November 9–13, 2026 | General Regulatory Interpretation
Discuss general questions about Maryland's cannabis statutes, regulations, and policies and how MCA interprets specific regulatory provisions.
All appointments are individual, 15-minute sessions. Advance registration is required.
During these sessions, MCA will not:
- Provide legal advice or replace the guidance of a licensee's legal counsel.
- Review or preapprove specific advertisements, marketing materials, product labels, or proposed business activities.
- Make determinations regarding whether a particular licensee's current or proposed conduct complies with applicable law.
- Provide decisions or assurances regarding potential enforcement actions, pending investigations, or specific compliance matters.
