About the Maryland Cannabis Administration:

The Maryland Cannabis Administration (formerly Maryland Medical Cannabis Commission) was established in 2014 to develop policies, procedures, and regulations to implement the medical cannabis program and ensure medical cannabis is available to qualifying patients in a safe and effective manner. In 2023, the Administration became an independent agency, that now oversees all licensing, registration, inspection, and testing measures pertaining to Maryland’s medical
and adult-use cannabis industry and provides relevant program information to patients, adult consumers, providers, growers, processors, dispensaries, independent testing laboratories, and ancillary businesses.

About the Workforce Initiatives and Strategic Partnerships (WISP) Division: 

The Workforce Initiatives and Strategic Partnerships (WISP)  Division of the Maryland Cannabis Administration (MCA) builds connections between cannabis industry stakeholders and community groups, provides cannabis industry workforce development training and manages policy development, data and reporting pertaining to cannabis industry workers. By cultivating partnerships with stakeholder groups—including institutions of higher education, cannabis businesses and grassroots organizations—WISP supports MCA's broader mission to foster a high-quality and inclusive cannabis industry and monitors the fulfillment of social equity licensee diversity plans. The vision of the WISP division is to promote and encourage statewide partnerships that connect the work of the MCA to diverse communities and to foster a skilled, diverse and well informed cannabis industry workforce. ​
