The Commission is seeking public comment on the following:
The Commission is aware that certain clinical directors may be charging dispensaries on a per-patient basis, in addition to significant monthly fees. The Commission has concerns about compensation arrangements that may discourage patients or dispensaries from engaging with a clinical director due to exorbitant fees. Therefore, the Commission is requesting feedback from stakeholders on existing fee or payment structures and any suggestions how to address barriers patients may face in engaging with clinical directors.

Written comment on the above items should be submitted to maryjo.mather@maryland.gov by 5:00 PM on Friday, May 14. Due to the fact that the meeting will be held remotely, the Commission is not able to offer the opportunity for the public to present oral remarks.

The advertising proposal may be viewed on the MMCC website at https://mmcc.maryland.gov/Documents/AdvertisingRestrictionsProposalSeptember252018.pdf.

The proposed draft does not prohibit internet or social media advertising, but instead requires licensees to enable the existing website and app platform options/settings that create "age-gates" or age-verification processes to ensure minors do not access their account or site. Facebook, Instagram, Twitter, etc. all have options for restricting minors from accessing content that a user can enable, as is frequently the case for accounts hosted by alcohol and tobacco companies.​
